    The 9th EDF

    The response strategy for community cooperation was backed by the general framework provided by the PRSD process and the HIPC initiative. It aimed at supporting the country in the implementation of the second generation of economic and structural reforms as well as sectional policies related to poverty alleviation. Special emphasis was laid on governance, the fight against corruption, social sectors as a whole as well as the civil society consultative and participatory process. The indicative predetermined financial resources that the Community was considering to make available for Cameroon under the 9th EDF amounted to 159 millions euro, i.e. 104.3 billions XFA for grant A and 71 millions euro, i.e. 46.6 billions XFA for grant B..

    The two priority concentration domains selected for community assistance take 85% to 90% of the 9th EDF funds and have thus been identified as follows:

    • The transports sector, especially in the domain of road transport and the rehabilitation of the structuring regional network;
    • The macroeconomic and institutional support for the implementation of the Poverty Reduction Strategy.
    Out concentration domains :

    • About 6.5% for specific actions in transverse sectors such as good governance and the state of law, the protection of the environment and the strenghthening of institutional capacities;
    • Up to a maximum of 5.5% for actions to the civil society direct benefit..
    The Regional Indicative Programme (RIP) on the CEMAC and Sao Tome and Principe zone was signed in January 2003 for an amount of 55 million dollars. It appears to be complementary to the NIP 8th and 9th EDF in Cameroon as much as the three selected sectors of concentration are (i) economic integration and support to Trade, (ii) transports and telecommunications and (iii) the sustainable management of renewable natural resources.

    A half way review of the Cooperation Strategy Document (CSD) and of the National Indicative Programme (NIP) of Cameroon for the 2001-2007 (9th EDF) period was carried out in 2004 in accordance with article 5(6-7) of appendix IV of the ACP-EC Partnership Agreement. The 9th EDF initial programming provided a macroeconomic support programme of 54 M euro, including a budget support of 45 M euro and an institutional support programme of 9 M euro. However, the analysis of the macroeconomic situation in Cameroon has led the Commission to assume that this instrument is no longer the most appropriate for the case of Cameroon. Crucial questions came up relating to the programming expenditures and the implementation of the budget and to the proper management of public funds in general. This remark was confirmed by the IMF mission of May 2004. The conclusion led to the reduction of the macroeconomic programme to its institutional support component (whose funds were increased from 9 M euro to 15 M euro) and the budget support unimplemented. Given failure by government to respect several of its commitments in the transport sector, it was not possible to consider a transfer of the macroeconomic support to this sector of concentration. Also, the problems checked in long-standing cooperation sectors, have led the Commission to assume that it was not possible to consistently initiate interventions in new sectors before the end of the 9th EDF.
    Taking into consideration Cameroon’s poor financial and sectional performances - without any justifying special considerations - and considering that the requirements were not met for the implementation of the budget support programme provided for in the strategy document, the Commission suggested a change of the 9th EDF strategy and a reduction by 37 M euro of grant A. Grant B, yet unused, was reduced by 58.8 M euros

    A final review of the Country Strategy Document (CSD) and of the National Indicative Programme (NIP) concerning Cameroon for the 2001-2007 (9th EDF) period was carried out in 2006 pursuant to article 5(6-7) of appendix IV of the ACP-EC Partnership Agreement.
