    The 8th EDF

    The National Indicative Programme (NIP), concluded for a five-year period was signed on March 7, 1997 and became operational in June 1998 after it was ratified by all the signatories of Lome IV bis Convention. Cameroon benefited from an initial allocation of133 millions euro, i.e. billion XFA for the 8th EDF; 93 millions euro, i.e. 61 billions XFA from this amount was for the fixed instalment and 40 millions euro, i.e. 26.25 billion XFA, for the second instalment released in 1999, after a satisfactory mid-way review. This amount was increased, by a decision of the Commission following the performances of the programme implementation, by a bonus of .5 million euro, i.e. 4.9 billion XFA,, the 8th EDF thus amounts to 140.5 million euro, i.e. 92.2 billion XFA..

    The two sectors of concentration selected were:

    • Transports;
    • Support to decentralised capacities of local development.
    The overall objective was a long-term sustainable development through a strong and fair growth. The following priorities were defined:

    • The consolidation of democracy and of the State of law, as well as respect for human rights and basic liberties,
    • The fight against poverty,
    • sustainable economic and social development, especially human resources development,
    • insertion into global economy, reflation of the private sector, trade development and liberalization.
    The Regional Indicative Programme (RIP) concerning the CEMAC and Sao Tome and Principe zone was signed in January 2003 for an amount of €55m. It turns out to be complementary to the 8th and 9th EDF NIP Cameroon inasmuch as the three sectors of concentration selected are (i) economic integration and trade support, (ii) transports and telecommunications and (iii) the sustainable management of renewable natural resources.

    Interventions out of concentration consisted in support to: the public health sector, the development of the private sector, the protection of the environment and regional integration.
    During the implementation of the second financial agreement of the LOME IV Convention, Cameroon also received (i) an allocation of 6 millions euro, i.e. 3.93 billion XFA for the indicative amount to institutional reforms, (ii) a total allocation of 44.5 million euro, i.e. 29 billion XFA for structural adjustment facility, (iii) a grant of 67 million euro, i.e. 44 billion XFA, from the 8th EDF regional funds (signed at the same time and executed for the same period) and (iv) 44 million euro, i.e. 28.8 billion XFA for STABEX transfers. As of the 31st of December 2002, the 8th EDF NIP was used at 99.4%.
    The 8th EDF RIP was granted an overall financial allocation, for the Central Africa region, of 91 million euro, i.e. 59.7 billion XFA; this amount was mainly centered on the transport and environment sectors, and is complementary to the NIP in these sectors.

    Transport Sectional Policy

    • 8th EDF Road Maintenance Programme,
    • Bertoua-Garoua-Boulai regional road building project (€98m),
    • Ngaoundere-Touboro-Moundou regional road building project (€132m),
    • Ebolowa – Gabon and Equatorial Guinea border regional road building project, in consultation with AFD and the ADB.The planned amount (€8.1m on the 7th EDF RIP, €5m on the Gabon 7th and 8th EDF NIP, and €1m on the Cameroon 8th EDF NIP) covers the construction of the Eboro bridge (at the Cameroon / Gabon border),
    • The Yaoundé – Ayos road (12,6 million euro).

    Support to Decentralised Capacities of Local Development
    • Support Programme for Decentralized Capacities of Urban Development (PACDDU) (8 ACP CM 17 and 8 ACP TPS 52), amounting to €20m,
    • Urban Participative Development Programme in the cities of Yaounde and Douala (Fourmi II) (8 ACP CM 19) amounting to 1.98m USD,
    • Institutional Support Programme for Road Maintenance Decentralization (PAIDER II) (8 ACP CM 24) amounting to €28.5m

    Support to Macroeconomic Policies
    • Support to the 1998-99 structural adjustment (8 ACP CM 2) amounting to €25m,
    • Budget support programme 2000-2001 for the fight against poverty (8 ACP CM 25-26-27) amounting to €19.5m.

    Out of Concentration
    • Development Programme for the Mandara Mountains Region (7 ACP-CM 17 of €9m),
    • Development programme for the Tikar Plain (7 ACP CM 42 of €10.2m),
    • Support Programme for the Health sector (PASS) (8 ACP CM 18), for which a financial agreement was signed in July 2000 for an amount of €11.39m,
    • Project for the reorientation of primary healthcare in the Far North Province Nord 11 (7 ACP CM 34, 8 ACP CM 22), amounting to €2.465m ,
    • Regional Project for the Training of Laboratory Technicians (8 ACP TPS 18), amounting to €2.3m,
    • ECOFAC Programme (the Dja fauna reserve),
    • Programme for the improvement of living standards in prisons and Respect for Human Rights (PACDET) (8 ACP CM 31), amounting to €1m,
    • Support Programme for Cultural Initiatives (PSIC) 8 ACP CM 33, amounting to €0.25m.
