    The 10th EDF (DSP/NIP Extract)

    Taking into consideration requirements for fighting against poverty recorded in the Poverty Reduction Strategy Document (PRSD) and in accordance with the recommendations of the European Consensus on development, Cameroon chose as a priority, to allocate the resources of grant A of the 10th EDF (of an indicative amount of 239 millions euro, i.e. about 157 billions XFA) , to two concentration domains:

    • Governance , particularly through actions in the areas of justice, public finance, forest resources and elections;
    • Trade and regional integration, while insisting, on the one hand, on the improvement of competitiveness and the support of the economic partnership agreement (EPA) through the strengthening of production and export capacities, and on the other hand, on road infrastructure in order to support productive and social sectors.
    The interventions out of concentration will be on:

    (1) support to rural development and decentralization,
    (2) support to non-public actors,
    (3) support to the EDF National Authorizing Officer,
    (4) an technical cooperation facility.


    Grant B of the 10th EDF amounts to 6.9 millions euro, i.e. 45.26 billions XFA.


    At the initial stage of planning, no specific amount was allocated for a budget support, be it general or sectional. However, if the implementation of the PRSD is deemed satisfactory, and the macroeconomic environment appropriate and that, reforms initiated in the domain of public finance and governance in general enable the use of the budget support instrument, it will be possible to readjust planning towards sectional, and even general budget supports.

    The evaluation of eligibility to budget support (in terms of public finance) will be based on both the assessment of the evolution of the performance of public finance management system and on the reform process. In the case where effective progress would be observed in these domains, one can already anticipate a targeted sectional budget support for public finance reforms and the strengthening of forest governance and sustainable management of natural resources.

    All these actions are part and parcel of the national strategy already under implementation by the government. The EU support through the 10th EDF is in support of the national strategy, jointly with other donors and cooperation institutions, in line with the recommendations of the Paris declaration of May 2005 on the effectiveness of development assistance. In accordance with the mandate it received under the Cotonou partnership and in coordination with interventions carried out under the EDF, the EIB will continue to operate in various economic sectors in Cameroon by funding investments promoted by the private sector and by supporting major and income-generating infrastructure projects crucial for economic development.

    All interventions, at all steps stages, will be carried out with the active participation of non-governmental actors and by proactively integrating approaches that takes into account aspects related to good governance, gender equality, the environment and human rights.
